CoSAAP demands early redressal of pending issues

ITANAGAR, June 18: A delegation of Central Executive Committee (CEC) of Confederation of Service Association of Arunachal Pradesh (CoSAAP) led by its Secretary General Pate Marik today met the Chief Minister and submitted a memorandum demanding early redressal of various pending issues and fulfillment of demands of the state govt. employees.

The Chief Minister, who is also holding the department of finance, after a patience hearing, revealed during the course of meeting that effort was on to release the pending 10 percent DA/DR by next month, CoSAAP claimed in a release.

Regarding the enhancement of the retirement age from 58 to 60 years and upper age limit for entry in service from 33 to 35 years (for APST) would be placed in the cabinet, the release informed.

The CoSAAP Secretary General earlier highlighted the problems faced in obtaining NoC by the Govt. servants for their promotions and retirement.

The CoSAAP team also highlighted the problems faced by the employees covered under New Pension System, in regards to Family Pension Provision in the event of death (or invalid) of a Govt. servant and requested the CM to introduce Family Pension to ease the affected family members.

To restrict extravagant expenditure and check the revenue leakages, the CoSAAP team suggested the CM to make all government receipts computerized and online, deposition through TR-5, stop purchasing costly vehicles, avoid renovation of offices as far as possible, to complete the Secretariat building as soon as possible to accommodate offices functioning in rent houses/building, stop the practice of functioning offices in rent houses in Capital Complex, construction of all Govt. offices and residential Govt. quarters in a multi storied building and same locations to solve land problems, ensure efficient office management and time management for speedy development.

 

Workshop on TDS  held

AALO June 18: Two days workshop on TDS, Vat E-Services and Dealer E-Services was conducted by Teli Ngomdir, Superintendent Tax and Excise Aalo concluded at Gumin Kiin today.

The workshop assume special significance as the concept of tax deduction, value added tax and entry tax are still being confused and interpreted in different ways by the govt. department, retailers and consumers.

Tapas Dutta Assistant Commissioner Tax & Excise, K. Komut and Nakut Padung Superintendent T&E Itanagar highlighted on various aspects of TDS,

Vat and entry tax which goes on line now for the convenience of the HODs and tax payers. They disclosed that stringent penal provisions like deduction of unpaid tax and attachment of  properties of HODs have been incorporated in the act and these provisions could not be implemented as the concept is new to the department and the retailers and most of the time

been spent to make it on line for the people of the state. The tax deducted by the HODs should not be withheld by the department for more than ten days and tax deduction certificate should be given to the contractors individually within a week. Any contractual works awarded to individuals should be intimated to Superintendent of Tax& Excise within 15 days from the issue of work order to work out taxation on the work. User ID and password will be allotted to each DDOs for logging in any essential forms and password can be changed by the respective department.

Teli Ngomdir Superintendent Tax& Excise Aalo said that two day long workshop was necessary to do away with the confusions among the department, contractors, tax payers and update the department officials on various aspects of taxation. He also disclosed that TAN (Tax Payers Account Number) have been issued to 27 HODs of the district and notices have been issued to many departments to regularize their tax deduction and application of TAN.

The workshop was attended by the HODs, Accountants, contractors and public of  West Siang. The Superintendents of Tax & Excise, from Likabali, Yingkiong, Ruksin along with Inspectors of different BFCs also attended the workshop. DIPRO

 

Workshop on city sanitation action plan held

ITANAGAR, June 18: The third workshop on City Sanitation Action Plan of Itanagar Municipal Council (IMC) was held under the chairmanship of Chief Councilor Higio Aruni in the conference hall of IMC today.

Presenting the City Sanitation Action Plan, representatives from Delhi based consultant Intercontinental Consultants and Technocrats Pvt. Ltd (ICT Pvt. Ltd) Dr. Krishna Pal, Deepa Tripathi, Prabhakar Kumar and Batong Perme explained interventions required to solve the sanitation issues of the city, their broad cost estimates, various funding options for the identified projects and their implementation strategies. They explained that the CSP is being prepared for the horizon year 2038 and the current project will be completed by the end of July 2014. After that the project will be submitted to Central Government for funding.

Local MLA and Parliamentary Secretary (Urban Development, Town Planning) Techi Kaso appreciated the initiative and emphasized the importance of planning and the integration of various components of sanitation. He also raised the issue related to unavailability of land for any type of development in the city.

Around 40 participants including municipal councilors, officers from various departments and members of City Sanitation Task Force (CSTF) attended the workshop.

The Chief Councilor explained the participants about the importance of preparing City Sanitation Plan (CSP) for Itanagar Township.

Chief Municipal Executive Officer (CMEO) IMC, as Member Secretary of CSTF briefed all participants about the sanitation plan project.

 

Anchal Samity meet discusses dev. Issues

ITANAGAR, June 18: Health and education, water supply and electricity were the main topics of discussion during the meeting of Palin Achal Samity block held at Panchanyat hall of Palin on June 16.

Attending the meeting, ADC, Pania cum Member Secretary S Lowang exhorted all the PRI leaders and the HoDs to extend co-operation for successful implementation of schemes and all round development of the Palin circle.

She requested all the HoDs to stay at their respective place of posting and not to leave station without prior intimation to the General Administration.

The Anchal Chairperson, Khyoda Rana requested all to maintain transparency and work hard for development of Palin area.

The HoDs highlighted about the various ongoing schemes and the progress of the works. The Panchayat leaders took active part in the discussion.

The meeting was attended by all the Anchal Samiti members, Gram Chairpersons and Head of Departments of Palin circle.

 

Dolo appointed principal advisor to CM

NAHARLAGUN, June18: Former Deputy Chief Minister Kameng Dolo has been appointed as Principal Advisor to Chief Minister with the status of Cabinet Minister.

Born in 1956 in Pangia Village in East Kameng district, the veteran leader was first elected to the First Legislative Assembly of UT of Arunachal Pradesh in 1978. After his re-election to the Second Legislative Assembly in 1980, he was inducted as Deputy Minister. Since then, he held various portfolios, like Animal Husbandry & Veterinary, RWD, Rural Development, PWD , Home & Fisheries during his long political career.

Cong. facing leadership crisis: BJP

ITANAGAR, June 18: Admitting that it did not want to interfere in matters of other party, the state Bharatiya Janata Party (BJP) today claimed that there was a ‘leadership crisis’ in the Congress party in the state.

In an apparent reference to re-nomination of the APCC president as the Congress party candidate for the lone Rajya Sabha seat in Arunachal Pradesh, BJP Spokesperson Techi Necha in a release stated that “the party seems to have been revolving around a single leader only.”

The party Spokesperson also stated that the CM had promised some Congress party leaders to nominate them as Rajya Sabha Member during the last general election.

Meanwhile, the party welcomed the bold initiative of Narendra Modi led NDA Government at the Centre to strengthen the Sino-India border by approving the construction of fast track road along the disputed border with China, creation of 50 new posts in the strategic position of Indo-China border and the proposal to establish radar and telecommunication systems within 100- 4,000 km border with China.

 

SAI to hold selection trial from June 25

ITANAGAR, June 18: A selection trial for induction of boys and girls in Boxing, Karate, Taekwondo and Weightlifting under the age group of 14 to 16 in Sports Authority of India (SAI), SAG Centre, will be held at SAG Centre, Naharlagun from June 25 next.

On June 25, selection trial for Karate and weightlifting will be held, while for Boxing and Taekwondo, it will be conducted on June 26 next.

Those who achieved 1st and 2nd position in the state level championship and 1st to 4th position in the national level championships are only eligible to participate in the trial, the official statement from SAI said today.

 

Summer vacation

ITANAGAR, June 18: The Itanagar Permanent Bench of the Gauhati High Court will remain closed from July 2 to 11 next on account of Summer Vacation (including Dree Festival).

During the vacation, the officers and staff of the registry will attend as per Roster Arrangement, an official notification from Gauhati High Court, Itanagar permanent bench said.

 

Dumporijo MLA makes an extensive tour to his constituency

ITANAGAR, June 18: Dumporijo MLA Paknga Bage made an extension tour of his constituency from June 9 to 17 last to gather firsthand knowledge on the various ongoing activities.

He conducted series of interaction cum coordination meetings of all the HoDs, PRI leaders, representatives of various clan based NGO organizations, Bazar Welfare Committee, GBs, Ex-Minister, Ex-MLA and former PRI members in five administrative circles namely Sigi-Gusar, Baririjo, Maro, Gite-Ripa and Dumporijo and formed committees  to look after various development sectors.

Meanwhile, the MLA also announced ban on Mithun sacrifice and presentation of costly local ornaments.

 

DSC defeat HDFC to enter quarterfinal

ITANAGAR, June 18: Diibo Sports Club (DSC) entered into quarterfinal of the 47th Dree Football Tournament defeating High Definition Football Club (HDFC) 3-1 in a slippery and muddy Subansiri Stadium, Hapoli due to rain today.

After a barren first half, DSC scored in second minute of the second half through a penalty kick by its captain Leegang Bungung. He again scored in 57th minutes from a distance of 35 meters, the longest so far in the tournament, before substitute Michi Bai added one more goal for DSC in 77 minutes (3-0).

The lone goal for HDFC was scored by Hibu Chobing few minutes before the final hooter.

HDFC become the second team to make exit from the tournament.

Earlier, in first match, All Hija Sports Association (AHSA) beat All Salang Sports Association (ASSA) 6-0. Nada Tamo scored 4 goals while Pura Byai and Kago Lampung scored a goal each.

 

 

AAPLU writes to DMO Papum Pare

ITANAGAR, June 18: The All Arunachal Pradesh Labour Union (AAPLU) has sought electricity connection at Nirjuli Health Sub-Centre.

The staffs are facing lots of problem. Moreover storing vaccination is not possible if there is no electricity, it reasoned in its memorandum submitted to the DMO Papum Pare.

Its other demands include construction of boundary wall outside the Sub-Centre and its inaugural as the sub-centre is already functioning without proper inaugural programme.

ITANAGAR, June 18: The Mumbai International Film Festival (MIFF) in Arunachal Pradesh  kicked off at Hotel Tosum, Naharlagun today. The three day-long event being organized by the Film Division, Ministry of Information & Broadcasting in collaboration with the Department of Information & Public Relation, GoAP was declared open by Government Spokesman and Parliamentary Secretary IPR & Printing Bamang Felix amidst a huge gathering of dignitaries and film lovers.

Addressing the gathering, Felix said, film making in the North East will help in unifying the country, provide proper exposure and promote better understanding among the people of the region and the main land India.

He said that film is a strong medium of communication and so exposure of the state and its people will motivate and encourage the people especially the young generation to join the main stream and thus help in integrating the nation at large.

He said that film has become an integral part of us and as such it should be aimed to highlight the socio-cultural aspects of the society, customs and traditions of the people, besides scenic beauty of the place.

Citing the example of a Lake in Ladakh where tourist inflow increased tremendously after shooting of film “3 Idiot”, Felix mentioned that Arunachal Pradesh with huge potentials in terms of mesmerizing scenic beauty all over, innumerable beautiful lakes and rich culture and traditions of the people can do wonders. He strongly felt the need to expose and exploit the hidden treasures of the state through films. Informing that Chief Minister Nabam Tuki has special interest in promotion of film sector in the state and has promised to create State Film Division very soon, Felix was optimistic that the State Film Division would help boost up the sector of film production in the state and assured his full support and cooperation for promotion and further development of the film division.

Lauding veteran film maker Taro Chatung for his contribution towards film making, he assured to form a proper screening committee for recommendation of nominees for national film awards as presented by Chatung in a memorandum to the Felix earlier in the day.

Thanking the Films Division, Government of India for organizing the film festival, which he opined would facilitate the budding talents, the Government Spokesman requested them to conduct another International film festival in the near future. “There is no dearth of talent in the state, but what is needed is proper platform and support from appropriate forum”, he said.

Secretary IPR Dani Salu said that film making is a universal medium to express one’s artistic side. Stating that two editions of Arunachal film festival had been organized in the state in order to encourage and foster the filmmaking talents of the state, besides providing an appropriate platform to both budding and seasoned filmmakers and artists to encourage interaction and exchange of creative ideas amongst them for proper exposure in the field, Salu said that state government is in support of development of film production. Mentioning that short films are getting fast these days, Salu advocated for making effective and meaningful short films as people opt for it because of time constraint. He further hoped that the three day MIFF would enrich knowledge to local film producers for better film making in the state.

Film maker Taro Chatung in his address said that it is a great opportunity for a film maker to know about the technology of finest film making. He sought support and cooperation from appropriate authority for development of film making sector. He submitted a memorandum to the IPR Parliamentary Secretary for forming a proper screening committee for recommendation of nominees from film fraternity in state for national film awards.

Earlier, while welcoming one and all to the function, Sumay Mukherjee, Branch Manager, Film Division, Ministry of Information & Broadcasting informed that the three-day festival “ MIFF in Arunachal Pradesh” will screen selected and 31 award winning films of Mumbai International Film festival, featuring documentary, short and animation films, besides 3(three) documentary films on Arunachal Pradesh. He said that “MIFF in Arunachal Pradesh’’ will showcase some of the finest cinematic works realized in the last eight years throughout the world and thus presents an opportunity for cinema lovers and children of the state to watch these films, adding that though it is a maiden attempt in Arunachal Pradesh, the festival was held in some of the North Eastern states including Sikkim, Manipur and Nagaland.

DIPR incharge Obang Tayeng speaking on the occasion said that cinema is a powerful medium of communication and MIFF is providing an excellent platform for not only the film fraternity but all cinema lovers to get exposure to award winning films of national and international level. He appreciated the immense contribution and effort put in by veteran film makers -Taro Chatung, Moji Riba and Sangey Dorjee Thongdok whose film “crossing bridges” has been recently awarded Rajat Kamal at national level and received much accolades.

“The Little Terrorist”, an Oscar nominated short film directed by Ashvin Kumar along with 12 other short films were screened today.

Another 10  films including “The Monpas of Arunachal Pradesh” will be screened tomorrow, while another 11 films are scheduled to be screened on the concluding day, June 20 next.

 

 

Engineering student drowns in Subansiri river

DAPORIJO, June 18: In a tragic incident, a civil engineering student drowned while taking bath  in river Subansiri  along with seven others  on June 16 last.

A thorough search operation was conducted by police with cooperation from more than thousand of people starting from Daporijo covering Dumporijo, Aalo upto Assam boundary area and other places along the bank of Subansiri  river, but the deceased could not be traced out.

The student was perusing his civil engineering degree from Karnataka and he was only son of social worker Tayir Bulo, who is also president of Topo Welfare Society. Tagin Cultural Society has expressed deep shock and sorrow over the incident and consoled the bereaved family members.TCS termed it as a great loss for the society.

Meanwhile, father of the deceased has announced Rs one lakh reward to the finder of the body of his son.

People observe that such incidents occurred in several times in the past and many young people had lost their lives while taking bath in Subansiri river particularly during summer season.  But the Govt does not feel it necessary to erect signboard cautioning the people about the dangerous zone or accident prone area.

 

 

Basic amenities still a distant dream for people of Jampani area

RUKSIN, June 18: Even though the state government has spent huge fund for infrastructure development of East Siang district, the greater Jampani area along Assam-Arunachal boundary is still lagging far behind in terms of development. Basic amenities are still a distant dream for the people of this boundary area.

More than 500 farmers living in Jampani area under Sille-Oyan circle are deprived of all means of communication and basic needs such as water supply, education, power supply and heath care faculties.

Located at 16 km east from Ruksin town, Jampani area is famous for production of rubi and kharif vegetables besides cereals, pulse and oilseeds. Vegetables and raw spices supplied from Jampani farms are sold in the markets of Pasighat, Yingkiong, Ruksin and Jonai of bordering Assam round the year. But, the progressive farmers of this area are never allotted any incentive by district agriculture department.

Couple of years back, the State government introduced “Vegetable garden” under RKVY schemes to help farmers through immediate economic return, the scheme is yet to be implemented  in the boundary area like Jampani.

“Although the government is  taking up schemes to grow more vegetables, the Agriculture Department has completely failed to evolve an effective mechanism to market the vegetables being abundantly produced in the rural areas. Due to lack of proper marketing facilities, our vegetable farmers are not getting the right price for their produces”, the farmers exclaimed.

The cultivators blame the syndicates run by middlemen and the inefficiency of the marketing wing of the Agriculture Department in controlling the price of vegetables in the markets.

Pointing out negligence from the state government’s end, Tanat Saroh, a progressive farmer of Jampani (upper) said the farmers have never been allotted agriculture assets nor given any incentive under agriculture schemes. The District Agriculture Officer and other field officials have not yet stepped in Jampani area and thereby utterly neglecting the local farmers. He said “Our farmers have not been introduced with farming schemes under state Agriculture and Horticulture departments. Due to lack of water supply and other facilities, we have to depend on natural factors in farming activities”.

Covering an area of around 10,000 bighas fertile crop land on the right bank of mighty Siang river, Jampani area has enormous scope for agriculture, horticulture and allied activities like apiculture (honey), pisciculture and animal farming, but due to lack of technologies, the farmers are yet to harness the potentialities.

In the name of education in the area, there is an LP school at middle Jampani, which has no infrastructure and required facilities. Locals informed that a bulk of school children have already left the school  due to lack required facilities.

The Sille-Oyan block ZPM, Tajing Taki, who was accompanied by this correspondent, visited different portion of greater Jampani area today and taken stock of the peoples’ living-hood of the farmer families. Taki assured the people to take up their problems with the authorities concerned.

 

 

Demand for conversion of Karsingsa Panchayat segment to revenue village

ITANAGAR, June 18: The Anchal Samity Member (ASM) of Karsiangsa in a representation to the Chief Secretary (CS), has appealed for conversion of Karsingsa Panchayat segment under Drupong Reserved Forest into revenue village under Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006.

Highlighting the various problems being faced by the villagers of the said area for non-implementation of the said Act by the concern authority, the representation stated that the rights of settlement and conversion of all forest villages, old habitations, un-surveyed villages etc into revenue villages has been recognized as one of the forest rights of forest dwelling Scheduled Tribes and other traditional forest dwellers on all forest lands Under Section 3(1)(h) of the Forest Rights Act, 2006.

It further stated that the Union Ministry of Tribal Affairs has already issued comprehensive guidelines to all the state governments and union territories on various aspects of implementation of the Act, which also emphasized the need to implement the provisions of the FRA with regard to conversion of forest villages and other such villages into revenue villages, without any exceptions or exemptions being provided to such villages in any category of forest lands.

The State Governments were advised to convert all previous forest villages, unrecorded settlements and old habitations into revenue villages with a sense of urgency in a time bound manner, the representation said, and added that the conversion would include the actual land use of the village in its entirety, including lands required for current or future community uses, like, schools, health facilities, public spaces etc.

The representation also highlighted the problems faced by the villagers in obtaining land possession certificate (LPC) from the authority due to non-issuance of NOC by the forest department.

 

 

Pul calls for proper implementation of schemes

ITANAGAR, June 18: Minister of Women & Child Development, Social Justice & Empowerment and Tribal Affairs, Kaliko Pul emphasized on proper monitoring and implementation of various welfare schemes available under the departments particularly for the vulnerable groups of the society such as women & children, old age, disabled people. The Minister was speaking at a review meeting with the senior officers of the two departments here on Monday. “We must give priority to the development of women, children, handicapped and old age people,” he added.

Stressing on work culture and discipline in the department, Pul cautioned the officers and staffs that stern disciplinary action will be taken in case of any breach of discipline and inordinate delay for execution of the assigned works. He emphatically said that there must be a fullproof arrangement for looking after charges at all level as and when any official is absent on tour or leave to avoid any dislocation and lapses. He further said that people coming from far flung areas seeking help in office should not suffer due to absence of any staff.

While assuring his support & guidance he asked the senior officers to adequately apprise him as well as to the Parliamentary Secretary on the relevant guidelines, rules & regulations, and provide proper feed backs in time to time for the effective implementation of the schemes.

The issue relating to the construction of girls hostels at Palin circle under Tribal Affairs Ministry was also discussed in the meeting. The Minister expressed serious concern over alleged mismanagement and directed the Director of Social Justice & Tribal Affairs department to physically inspect the sites and submit a detailed report.

Earlier, the Commissioner  & Secretary of the department Hage Kojeen briefed on a major activities of the two departments and sought necessary support and guidance from the minister. The meeting was attended by Parliamentary Secretary Karya Bagang and other senior officers.

 

 

AoL farmer prog launched in Wakro

WAKRO, June 18: Happy Nagi, an active member of the Global Just Be Happy Folks Club has inaugurated the “Reach the Farmer Program” by the Art of Living in a simple function here. Nagi in his inaugurated address  exhorted one and all to work tirelessly to serve all around. “One must be fearless and engage in the world out of freedom,” he stressed. Wakro which is popularly known as orange county and much suitable for various horticulture activities is suffering great setback with the harvest of many fruits especially the Tangerine on a sharp decline for the past many years. ASSET approached the Art of Living to find a solution to the problem and bail out the farmers from this situation. Deepak Sharma, Trustee, Sri Sri Rural Development Program Trust promptly responded and personally visited the area last March accompanied by Art of Living member, Dr Rama Tewari. Based on interactions with the farmers, Deepak invited experts and industrialist to contribute their bit to better the lives of farmers in the hill state of Arunachal Pradesh.

Sandeep Pawar, Agri-Horti expert from the AoL, who has many years of experience working with farmers opined that citrus plantation is at its critical stage for the last five years. Organic remedies and natural farming techniques will do wonders to help the farmers of Wakro area, he added. He further assured to serve the area in all possible ways.

Atul Mardikar, CEO of Prajakta Technology Pvt Ltd, Pune, felt that regional especiality must be recognized and marketed. Swati Mamdyal, MD of Prajakta Technology Pvt. Ltd, also spoke on the occasion and assured of positive involvement from her side to help improve the situation. The team interacted with farmers from Pukhuri, Tilangkyong and Kanjang village. They also went to Karhe, Pukhuri and Mawai villages and visited the orchards to find out in detail about the problems in the ground. A handicapped boy doing wonders with pencils and paint brushes

ITANAGAR, June 18: When someone talks about being physically handicapped, the only reaction that most people usually give is of sympathy and compassion.

One may consider being handicapped as the end of life but here is an example of a 21-year-old boy Limi Basar from West Siang district, who never complained of being a physically challenged but dedicated his whole attention to painting and sketching. His love for painting was there from the beginning while he was studying at Donyi-Polo Hearing Impaired School, Itanagar.

Usually, a deaf & dumb person remained silent, nor can hear any word but this wonder boy can speak through his stunning paintings which he makes while hearing the nature’s inspirational vibes. With a desire to excel in his passion for art, he wished that our state government provides  more opportunities and platforms to all the art enthusiasts to showcase their talents. Gone are the days of becoming a doctor, engineer, and teacher only, now there are many options which youths are taking as their professions.

State has Chief Minister Talent award for academically excellent student but having no scope for an artist or painter in the state is a setback which needs an initiative, especially from the government side. Workshops or some sort of talent search programs by the Art & Culture Department, Naharlagun could also do well for the budding talented artists of the state.

For now, the wonder boy Limi is happy with sketching his master piece on T-shirts which he sell for some hundreds. But is this enough for someone so talented like him? Are the future of all the art lovers deserve to end like this; selling their arts for some bucks or they worth more? One wonders, when they can say the same as quoted famously by Prime Minister Narendra Modi ‘Acche din aane wale hain’!

 

 

Dirang reviews CM’s UHIS and creation of new circle Hqs.

DIRANG, June 18: The General Administration of Dirang of West Kameng district in collaboration with Panchayat leaders met at the ADC’s Conference Hall and dwelt at length on implementation of the Arunachal Pradesh Chief Minister’s Universal Health Insurance Scheme (UHIS) and creation of new circle headquarters here today.

Presiding over the meet, ADC D. Riba informed that CM’s UHIS is a benevolent free health insurance scheme entailing free treatment to A.P citizens upto Rs two lakhs per year per family. ‘Awareness is the key in this regard and I request all the panchayat leaders to generate awareness about the scheme in their respective villages and anchal segments, and we will soon proceed ahead with the enrollment process’, he said. Senior veterinary Doctor Darge Tsering and BDO Ngoirup Dorjee explained the various provisions of CM’s UHIS to the audience which comprised HoD’s and panchayat leaders of Dirang circle. Resource persons from Bomdila also attended the meet.

In the same meet, creation of two new circle headquarters at Mandhla Phudung and Nyokmadung which approximately are at 30 and 25 kms away from Dirang circle were also discussed. The creation of these new circle hqs. had been assured by the state chief minister Nabam Tuki during his last visit here upon popular public demand. The ADC and other HoD’s would soon visit these places and file a reply to the queries sought by the state govt.

 

 

185 Mithun vaccinated

ITANAGAR, June 18: Krishi Vigyan Kendra (KVK) Papum Pare district organized Mithun health awareness cum vaccination camp at Lora Top, Kimin under the sponsorship of Sir Ratan Tata Trust (SRTT) in collaboration with department of AH & Veterinary GoA on June 17 and 18.

A total of 185 Mithuns were vaccinated against Foot and Mouth Disease (FMD) during the two-day Mithun Health programme at Lora Top, Kimin on June 17 and 18. Apart from vaccination  of Mithun, 30 Mithun calves were de-wormed, 12 Mithuns examined  during the camp which was organized by the  Krishi Vigyan Kendra (KVK), Papum Pare district in collaboration with department of AH & Veterinary GoAP and sponsored by Sir Ratan Tata Trust (SRTT).

Dr. T. Heli programme co-ordinator KVK, Papum Pare informed that a total of 135 Mithun have been brought on the first day by 70 Mithun owners belonging to Mithun farmer club of Kimin area.

Further, he informed that SRTT had sanctioned a project for common community Mithun rearing centre under banner of “Livelihood Enhancement and conservation of forest through community Mithun rearing” during this year, which has already started giving a moral boost to the Mithun Farmers group in the area.

Arun Pandey, Chief General Manager SRTT, Mumbai exhorted that Mithun and pigs rearing are the best option for the economic enhancement for the hilly state like Arunachal where these two species are already reared at large. He stressed the need for conservation of natural forest for sustainable rearing of Mithuns.

While appreciating the contribution of KVK, Papum Pare, he exhorted the farmers present to learn the latest technologies disseminated by the scientist of KVK, Papum Pare and adopt them for augmenting their crop productivity for their higher economic gain.

Sibu Pasing Extra Asstt. Commissioner, Kimin, highlighted the importance of Mithuns in socio-economic and religious aspect of Arunachalee and stressed for the need to conserve the natural forest.

He advocated the Gaon Buras, Pannchyat leaders and Mithun Farmers club members to serve as the messenger for the conservation of natural forest in the area and also he requested the participants to co-operate with the Veterinary department Staff during the awareness and vaccination programme.

Earlier Dr. Takio Taram, Senior Vet. Officer, Kimin urged all the Mithun owners to report in case of any animal disease break out and avail the veterinary Service available in the area.

The routine Mithun vaccination camp was led by Dr. Minge Loyi, Dist. Vety. Officer.

 

 

NSS team from Arunachal takes part in NE NSS youth festival

ITANAGAR, June 18: Twenty-eight NSS volunteers from Arunachal Pradesh led by two officials participated in the North East NSS Youth Festival with theme “Rejuvenating the youth through festival” at Kohima, Nagaland from June 13-17.

NSS volunteers from eight northeastern states, including Sikkim participated in the five-day festival which was held at Indira Gandhi Stadium, Kohima.

The inaugural function was attended by Chotisuh Sazo, Speaker of Nagaland Legislative Assembly. The head of North East NSS Regional Centre, Guwahati SK Basumatry, Youth Officer Deepak Sharma and senior NSS officers from various states also attended the inaugural function.

The main motto of the festival aimed at developing the leadership quality of NSS volunteers, inculcating a sense of brotherhood among them and showcasing rich cultural values and traditions.

The NSS volunteers from the state won the first prize in the quiz competition in the festival.

The NSS volunteers from Govt. Hr. Sec. Schools Sagalee and Doimukh, Don Bosco College, Itanagar and Wangcha Raj Kumar Govt. College Deomali was led by Chukhu Abu from Don Bosco College Jollang and Dr. AK Mishra from Wangcha Raj Kumar Govt. College Deomali.

 

 

Kiren Rijiju: ‘We must strengthen our position on China border’

Union minister of state for home Kiren Rijiju spoke to Rediff.com’s Claude Arpi and Sheela Bhatt about his new responsibilities, the importance of having someone from the north-east in the home ministry, about the situation on India’s borders, the policies of the Modi government for the Himalayan belt and the meaning of Modi’s election as the new prime minister.

For the first time, someone from north-east is in the key post of minister of state for home affairs. How important is that?

When Narendra Modi, as the prime ministerial candidate, started his election campaign, one of his main concerns was the security of the north-east. Modiji had a plan to develop north-east, but without security being in place, development was not possible.

The yardstick is that the security of north-eastern states must be taken as a priority and then catapult the whole region into a developmental stage, which will be at par with the rest of the country; especially at par with the western part of India.

The prime minister made a point: eastern India and north-east India must get priority. You can look at it from two angles: my being in the ministry of home affairs gives importance to the north-east and, then, being from Arunachal Pradesh, it shows the strategic importance of this state. Geopolitically, Arunachal figures very high in the agenda of our government.

The people of Arunachal Pradesh used to feel that Delhi is very far, not only in terms of geographical distance but also psychologically, in terms of understanding.

 Now, being a minister in the ministry of home affairs, the gap has been reduced, if not bridged.

What are the priorities of your ministry, apart from the north-east?

My objective is very clear. The entire north-eastern region is infested with problems of insurgency. There are lots of factions and those factions are further broken up into multiple sub-factions; there are more than 40 different groups. My initial efforts would be to bring everybody on board, into the mainstream.

It is very complex; it is not easy. I know that I have a very difficult task on hand. I have to make them understand that it is their own man sitting in New Delhi. They always complained that Delhi doesn’t take care of the north-eastern region; now their own man (Kiren Rijiju) is sitting here. I will tell them: “I’m ready to talk to you, come into the mainstream and you’ll be a part of the whole idea of India, all parts of India can progress together”.

India cannot progress wholly if one region is isolated or left behind. To change the course of history, the various factions of the north-eastern region must come to the negotiating table.

That doesn’t mean that we are going to have a soft approach. India cannot afford to be a soft State. That doesn’t mean too that India is going to relax. While I welcome everybody with an open heart, if somebody still plays into the hands of anti-national groups or elements and try to take advantage of that situation, then it will be costly for them.

We cannot keep talking indefinitely just for the sake of talking. It would be a wastage of time. Life is short; if we waste time, it’s a crime. So I don’t believe in the idea of talking and talking with nothing happening.

That is for internal security.

On the external front, my immediate concern is how to increase our capacity along the international borders. The Indo-China border is a critical area. On the Indo-Myanmar border, definitely we’re not adequately involved. On the Indo-Bangladesh border, yes, our Border Security Force is guarding; but we still need to take care of the border fencing and so many other related issues.

The Indo-Bhutan border is normal, because of the friendly relations between the two countries. Our Sashastra Seema Bal forces are taking care of the border and Bhutan is cooperating with us; there is not much concern on that front.

Regarding the Indo-Nepal border, it is very porous. While our relations with Nepal are really ancient and culturally very close, there are issues which are not directly related to my concern; but they are related to other ministries.

The Indo-Pakistan area is also an area where our government needs to concentrate more.

What about Ladakh?

Ladakh is an area of concern too; my immediate concern is to concentrate on the Indo-China border. That concern means securing our territory. When I say we must strengthen our position on Indo-China border, it’s not in offensive terms. We don’t want any kind of confrontation; we don’t want a war.

We’re not pursuing an expansionist foreign policy; we’re not going to have an aggressive policy. But that does stop us from developing our own area; by not developing or strengthening our area along the Indo-China border, we are indirectly conceding these areas to the other side (China).

When I say strengthening the Indo-China border, it does not mean that we will take an aggressive position towards China. We definitely want friendly relations with China, but on an equal footing. The two countries must stand together on an equal footing. Nobody should have an advantageous or disadvantageous position. The previous government’s policy, of not developing areas close to Indo-China borders was a pessimistic policy.

Developing means construction of roads and opening these areas to tourism?

When I say strengthening the border areas, it means development of infrastructure, roads, communication, other basic amenities; facilities for local people living in the border area. They should be provided with electricity, water, food, everything and of course we should also raise our military and paramilitary strength.

That is not to intimidate the other side; this is just securing our own side of the border. That is why when I say we need to increase our forces alongside the border, some people misread it as taking an aggressive stance. It’s not that. Every country has the sovereign right to develop its own territory and secure it.

The Chinese have done it on their side of the border?

Yes, the Chinese have done it. Why can’t we do it too? The Chinese have developed the entire Indo-China border right from Ladakhupto Nyingchi (a prefecture in Tibet). They have built world-class roads, world-class airports, and world-class infrastructure.

And China is bringing the railways to Nyingchi…

Yes, I’m very positive about our government’s policy. While we strive to have good relations with China, we will not concede our own strength on the ground; I’m very clear about that.

When you were the MP you were most openly speaking about Chinese intrusions. Now that you are responsible for the Indo-Tibetan Border Police Force, which mans most of the passes, what are you going to do practically to stop the intrusions?

Number one, the Indo Tibetan Border Police force is not as big as the BSF or the Central Reserve Police Force. They’re just below one lakh personnel. We must ensure that the capacity of the ITBP, which has been mandated to guard the Indo-China border, is increased. This will get the support of my ministry.

The forces guarding the Indo-China border must be strengthened at any cost. It is a huge area, right from Arunachal Pradesh to Ladakh; the ITBP is guarding the borders in the toughest terrain. Today, their numbers are too thin.

Do you plan to include the local communities, like the army has done with the Arunachal Scouts, to help protect the borders?

Yes. The practice, carried out by the SSB where the local people are given some training and are involved in guarding the border areas, is very good. And we have to continue it. The activities of ITBP forces, and the security training involving the local people living along the borders, needs to be enhanced so that local people are involved in securing their own territory.

Secondly, we must distinguish between people living in the border areas and other people; those who live extremely close to the border must be taken as a part of the security forces. They must be given extra facilities by the government because they’re living close to the border areas. They are guarding the borders, they are the sentinels of the country. So they need to be treated on a different footing.

Is it true that when Rajnath Singh decided to visit all the border areas, he was told that for some places in Arunachal, it would take two-three weeks to reach the border? How will you tackle these issues?

We have a huge task on hand. It is not easy to ensure connectivity in the border areas because for the last 68 years we have not done enough. That is why it is going to take time. But we must begin now. We’re late but I hope we’re not too late. The new government will put some emphasis on that.

If an incident, like in the Depsang Plains in Ladakh last year (when the Chinese intruded), takes place again, how will you respond?

My point is very clear. If the entire unattended territories are taken care of by settlement, then such a situation won’t come. The situation arises because the territory is unattended. It is left open and empty.

Can you confirm that there were some Chinese intrusions in Upper Subansiri district?

Blame game

 

Good days ahead for NE people?

In a bid to improve telecom services in the northeastern states, the government of India is mulling to invest Rs 5,000 crore to set up over 8,000 mobile towers in the region. Minister of Communications and Information Technology Ravi Shankar Prasad is said to be giving top priority to improve telecom connectivity in the north east. This report should come as welcome relief to the people of region. The vast area of NE states still does not have phone connectivity. Government of India has to take blame because by using security concern as tool, for years they did not allowed us to reap the benefit of booming telecom connectivity.

In recent years they have shown some flexibility and have started allowing private telecom companies to start operation in the region. However, still today state owned telecom giant BSNL is the number one service provider in the NE region. But sadly, they have failed to deliver. Customer satisfaction is not the words BSNL seem to care for. They have miserably failed to provide proper service. The new telecom minister has given ray of hope to the people of NE region with his announcement. But he should ensure that words are translated into action.

Kangku needs road

Dear Editor,

I would like to write about the deplorable condition of Kangku circle under West Siang District of Arunachal Pradesh.

The area is poor and underdeveloped due to absence of any developmental initiatives from the state Government.  

It has been a long yearning, felt by people of the area that state government would at least provide basic necessities like road connectivity, medical, police station, adequate educational infrastructure and other basic amenities.

During the visit of  Chief Minister of Arunachal Pradesh Nabam Tuki, it was promised to provide atleast a good road connectivity under Pradhan Mantri Gramin Sadhak Yojana (PMGSY).

But the dream of the innocent people of the area has fallen flat as the promise is yet to be fulfilled. The present situation is also due to lack of initiative by its local MLA Jomde Kena who is the present Parliamentary Secretary, Transport.

The Kangku circle is located 18 km from Likabali division and 20 km from Dhemaji (Assam).

Therefore, it would be great succor and boon to the hapless people of the circle if the long felt basic needs are met with.

Immature and childish statement

Dear Editor,

So far my knowledge is concerned Home Minister Tanga Byaling is one of the most well experienced and matured politicians.

One of my favourite journalists Taro Chatung has rightly stated that in Indian democracy educational qualification is not compulsory for MLAs and MPs. So, one of PPA activist’s statement was very immature and childish which was not digestible.

As a senior and alumni of this school he fulfilled the longing for the ceiling fans. Earlier there was no single fan in the school. For a great show, start paying the emcees accordingly!!

Emcee, MC (Master Of Ceremonies) popularly known as Anchor, Show Host is one of the most respected profession in the entertainment industry. They give life and soul to the shows, events and parties. Altogether they run the show and are credited either for a hit or a flop show. Some of the world emcees have attained cult statuses and demand millions for hosting an event.

I had the opportunity of working closely with one of the most reputed Film Production and Event Management Company in Mumbai where I have had the privilege of witnessing some of the best known faces in the field of emceeing in India; Bollywood to be precise. I was amazed as well surprised to see how well organized these big events are and how easy a task it is for the emcee. Yes, I found it easy for all these emcees did were read the texts from the Teleprompter placed between the audiences. The Teleprompter is a device placed near or on a television camera that displays scrolling text, allowing a person to read a script while appearing to speak spontaneously to the camera. Easy isn’t it?

Now let’s come back to our state, to the scene of events and shows that happens here annually. I know it is totally unjustifiable to compare the standards, organizational skills, creativity and technical aspects between us and the more advanced and more viable entertainment market outside our state. My point here is, the professional emcees (few in the state) are more hardworking but underpaid. If I have to be honest but harsh, I’d put it this way; ‘it’s a risky profession to be an emcee in Arunachal.’ I’d like to quote why.

The incident that happened during a Rock Concert some years ago where ‘AFFLATUS,’ an all girl rock band from Shillong got beer bottles hurled at them  while they were playing onstage still makes me hang my head in shame. I hope they have forgiven us for such a shameful act. The hostess of the show tried to pacify but she too received vulgar abuses. Sadly, it is the same set of affairs in every shows and events. The audiences in Arunachal have a long way to go, to learn to be humble and to appreciate rather than hurl beer bottles and abusive languages. One also cannot deny the harshest truth of the people of Arunachal, we are too communal. It is high time we start to see each other as Arunachalees than based on tribes and lineages.

The organizers in Arunachal also need a lot to learn from the outside about organizing events. You need to understand the nitty-gritty of organizing an event, from the beginning to the end. The actual show flow is never materialized rather there is always the last minute changes. And you just do not come up with any event and on the final day leave everything at the risk of the emcee, anchorman/woman. So, the truth is no emcee/host/hostess can have a proper script for a particular show here in Arunachal. You just have to brace yourself up and go with your instinct and presence of mind. It is always like getting into a battlefield for an emcee each time he/she steps onto any stage in Arunachal. Forget about having a Teleprompter!

I would also like to remind the organizers that your show or event is considered a success not because you have had celebrities attending it or had the top politician or a bureaucrat as the chief guest. It is always a success because the emcee pulled it through. An emcee can always make a good show go worst and the worst go best.

Next time you want a great show, start paying the emcees accordingly!
