CoSAAP demands early redressal of pending issues
ITANAGAR, June 18: A delegation of Central Executive Committee (CEC) of Confederation of Service Association of Arunachal Pradesh (CoSAAP) led by its Secretary General Pate Marik today met the Chief Minister and submitted a memorandum demanding early redressal of various pending issues and fulfillment of demands of the state govt. employees.
The Chief Minister, who is also holding the department of finance, after a patience hearing, revealed during the course of meeting that effort was on to release the pending 10 percent DA/DR by next month, CoSAAP claimed in a release.
Regarding the enhancement of the retirement age from 58 to 60 years and upper age limit for entry in service from 33 to 35 years (for APST) would be placed in the cabinet, the release informed.
The CoSAAP Secretary General earlier highlighted the problems faced in obtaining NoC by the Govt. servants for their promotions and retirement.
The CoSAAP team also highlighted the problems faced by the employees covered under New Pension System, in regards to Family Pension Provision in the event of death (or invalid) of a Govt. servant and requested the CM to introduce Family Pension to ease the affected family members.

They disclosed that stringent penal provisions like deduction of unpaid tax and attachment of properties of HODs have been incorporated in the act and these provisions could not be implemented as the concept is new to the department and the retailers and most of the time
been spent to make it on line for the people of the state. The tax deducted by the HODs should not be withheld by the department for more than ten days and tax deduction certificate should be given to the contractors individually within a week. Any contractual works awarded to individuals should be intimated to Superintendent of Tax& Excise within 15 days from the issue of work order to work out taxation on the work. User ID and password will be allotted to each DDOs for logging in any essential forms and password can be changed by the respective department.
Teli Ngomdir Superintendent Tax& Excise Aalo said that two day long workshop was necessary to do away with the confusions among the department, contractors, tax payers and update the department officials on various aspects of taxation. He also disclosed that TAN (Tax Payers Account Number) have been issued to 27 HODs of the district and notices have been issued to many departments to regularize their tax deduction and application of TAN.
The workshop was attended by the HODs, Accountants, contractors and public of West Siang. The Superintendents of Tax & Excise, from Likabali, Yingkiong, Ruksin along with Inspectors of different BFCs also attended the workshop. DIPRO
Workshop on city sanitation action plan held
ITANAGAR, June 18: The third workshop on City Sanitation Action Plan of Itanagar Municipal Council (IMC) was held under the chairmanship of Chief Councilor Higio Aruni in the conference hall of IMC today.
Presenting the City Sanitation Action Plan, representatives from Delhi based consultant Intercontinental Consultants and Technocrats Pvt. Ltd (ICT Pvt. Ltd) Dr. Krishna Pal, Deepa Tripathi, Prabhakar Kumar and Batong Perme explained interventions required to solve the sanitation issues of the city, their broad cost estimates, various funding options for the identified projects and their implementation strategies. They explained that the CSP is being prepared for the horizon year 2038 and the current project will be completed by the end of July 2014. After that the project will be submitted to Central Government for funding.
Local MLA and Parliamentary Secretary (Urban Development, Town Planning) Techi Kaso appreciated the initiative and emphasized the importance of planning and the integration of various components of sanitation. He also raised the issue related to unavailability of land for any type of development in the city.
Around 40 participants including municipal councilors, officers from various departments and members of City Sanitation Task Force (CSTF) attended the workshop.

Thanking the Films Division, Government of India for organizing the film festival, which he opined would facilitate the budding talents, the Government Spokesman requested them to conduct another International film festival in the near future. “There is no dearth of talent in the state, but what is needed is proper platform and support from appropriate forum”, he said.
Secretary IPR Dani Salu said that film making is a universal medium to express one’s artistic side. Stating that two editions of Arunachal film festival had been organized in the state in order to encourage and foster the filmmaking talents of the state, besides providing an appropriate platform to both budding and seasoned filmmakers and artists to encourage interaction and exchange of creative ideas amongst them for proper exposure in the field, Salu said that state government is in support of development of film production. Mentioning that short films are getting fast these days, Salu advocated for making effective and meaningful short films as people opt for it because of time constraint. He further hoped that the three day MIFF would enrich knowledge to local film producers for better film making in the state.
Film maker Taro Chatung in his address said that it is a great opportunity for a film maker to know about the technology of finest film making. He sought support and cooperation from appropriate authority for development of film making sector. He submitted a memorandum to the IPR Parliamentary Secretary for forming a proper screening committee for recommendation of nominees from film fraternity in state for national film awards.

Engineering student drowns in Subansiri river

DAPORIJO, June 18: In a tragic incident, a civil engineering student drowned while taking bath in river Subansiri along with seven others on June 16 last.
A thorough search operation was conducted by police with cooperation from more than thousand of people starting from Daporijo covering Dumporijo, Aalo upto Assam boundary area and other places along the bank of Subansiri river, but the deceased could not be traced out.
The student was perusing his civil engineering degree from Karnataka and he was only son of social worker Tayir Bulo, who is also president of Topo Welfare Society. Tagin Cultural Society has expressed deep shock and sorrow over the incident and consoled the bereaved family members.TCS termed it as a great loss for the society.
Meanwhile, father of the deceased has announced Rs one lakh reward to the finder of the body of his son.

Located at 16 km east from Ruksin town, Jampani area is famous for production of rubi and kharif vegetables besides cereals, pulse and oilseeds. Vegetables and raw spices supplied from Jampani farms are sold in the markets of Pasighat, Yingkiong, Ruksin and Jonai of bordering Assam round the year. But, the progressive farmers of this area are never allotted any incentive by district agriculture department.
Couple of years back, the State government introduced “Vegetable garden” under RKVY schemes to help farmers through immediate economic return, the scheme is yet to be implemented in the boundary area like Jampani.
“Although the government is taking up schemes to grow more vegetables, the Agriculture Department has completely failed to evolve an effective mechanism to market the vegetables being abundantly produced in the rural areas. Due to lack of proper marketing facilities, our vegetable farmers are not getting the right price for their produces”, the farmers exclaimed.
The cultivators blame the syndicates run by middlemen and the inefficiency of the marketing wing of the Agriculture Department in controlling the price of vegetables in the markets.
Pointing out negligence from the state government’s end, Tanat Saroh, a progressive farmer of Jampani (upper) said the farmers have never been allotted agriculture assets nor given any incentive under agriculture schemes. The District Agriculture Officer and other field officials have not yet stepped in Jampani area and thereby utterly neglecting the local farmers. He said “Our farmers have not been introduced with farming schemes under state Agriculture and Horticulture departments. Due to lack of water supply and other facilities, we have to depend on natural factors in farming activities”.
Covering an area of around 10,000 bighas fertile crop land on the right bank of mighty Siang river, Jampani area has enormous scope for agriculture, horticulture and allied activities like apiculture (honey), pisciculture and animal farming, but due to lack of technologies, the farmers are yet to harness the potentialities.
In the name of education in the area, there is an LP school at middle Jampani, which has no infrastructure and required facilities. Locals informed that a bulk of school children have already left the school due to lack required facilities.

ITANAGAR, June 18: Minister of Women & Child Development, Social Justice & Empowerment and Tribal Affairs, Kaliko Pul emphasized on proper monitoring and implementation of various welfare schemes available under the departments particularly for the vulnerable groups of the society such as women & children, old age, disabled people. The Minister was speaking at a review meeting with the senior officers of the two departments here on Monday. “We must give priority to the development of women, children, handicapped and old age people,” he added.
Stressing on work culture and discipline in the department, Pul cautioned the officers and staffs that stern disciplinary action will be taken in case of any breach of discipline and inordinate delay for execution of the assigned works. He emphatically said that there must be a fullproof arrangement for looking after charges at all level as and when any official is absent on tour or leave to avoid any dislocation and lapses. He further said that people coming from far flung areas seeking help in office should not suffer due to absence of any staff.
While assuring his support & guidance he asked the senior officers to adequately apprise him as well as to the Parliamentary Secretary on the relevant guidelines, rules & regulations, and provide proper feed backs in time to time for the effective implementation of the schemes.
The issue relating to the construction of girls hostels at Palin circle under Tribal Affairs Ministry was also discussed in the meeting. The Minister expressed serious concern over alleged mismanagement and directed the Director of Social Justice & Tribal Affairs department to physically inspect the sites and submit a detailed report.

DIRANG, June 18: The General Administration of Dirang of West Kameng district in collaboration with Panchayat leaders met at the ADC’s Conference Hall and dwelt at length on implementation of the Arunachal Pradesh Chief Minister’s Universal Health Insurance Scheme (UHIS) and creation of new circle headquarters here today.
Presiding over the meet, ADC D. Riba informed that CM’s UHIS is a benevolent free health insurance scheme entailing free treatment to A.P citizens upto Rs two lakhs per year per family. ‘Awareness is the key in this regard and I request all the panchayat leaders to generate awareness about the scheme in their respective villages and anchal segments, and we will soon proceed ahead with the enrollment process’, he said. Senior veterinary Doctor Darge Tsering and BDO Ngoirup Dorjee explained the various provisions of CM’s UHIS to the audience which comprised HoD’s and panchayat leaders of Dirang circle. When I say strengthening the border areas, it means development of infrastructure, roads, communication, other basic amenities; facilities for local people living in the border area. They should be provided with electricity, water, food, everything and of course we should also raise our military and paramilitary strength.
That is not to intimidate the other side; this is just securing our own side of the border. That is why when I say we need to increase our forces alongside the border, some people misread it as taking an aggressive stance. It’s not that. Every country has the sovereign right to develop its own territory and secure it.

Do you plan to include the local communities, like the army has done with the Arunachal Scouts, to help protect the borders?
Yes. The practice, carried out by the SSB where the local people are given some training and are involved in guarding the border areas, is very good. And we have to continue it. The activities of ITBP forces, and the security training involving the local people living along the borders, needs to be enhanced so that local people are involved in securing their own territory.
Secondly, we must distinguish between people living in the border areas and other people; those who live extremely close to the border must be taken as a part of the security forces. They must be given extra facilities by the government because they’re living close to the border areas. They are guarding the borders, they are the sentinels of the country. So they need to be treated on a different footing.
Is it true that when Rajnath Singh decided to visit all the border areas, he was
told that for some places in Arunachal, it would take two-
We have a huge task on hand. It is not easy to ensure connectivity in the border areas because for the last 68 years we have not done enough. That is why it is going to take time. But we must begin now. We’re late but I hope we’re not too late. The new government will put some emphasis on that.
If an incident, like in the Depsang Plains in Ladakh last year (when the Chinese intruded), takes place again, how will you respond?
My point is very clear. If the entire unattended territories are taken care of by settlement, then such a situation won’t come. The situation arises because the territory is unattended. It is left open and empty.
Can you confirm that there were some Chinese intrusions in Upper Subansiri district?

Blame game
Good days ahead for NE people?
In a bid to improve telecom services in the northeastern states, the government of India is mulling to invest Rs 5,000 crore to set up over 8,000 mobile towers in the region. Minister of Communications and Information Technology Ravi Shankar Prasad is said to be giving top priority to improve telecom connectivity in the north east. This report should come as welcome relief to the people of region. The vast area of NE states still does not have phone connectivity. Government of India has to take blame because by using security concern as tool, for years they did not allowed us to reap the benefit of booming telecom connectivity.
In recent years they have shown some flexibility and have started allowing private telecom companies to start operation in the region. However, still today state owned telecom giant BSNL is the number one service provider in the NE region. But sadly, they have failed to deliver. Customer satisfaction is not the words BSNL seem to care for. They have miserably failed to provide proper service. The new telecom minister has given ray of hope to the people of NE region with his announcement. But he should ensure that words are translated into action.

Kangku needs road
Dear Editor,
I would like to write about the deplorable condition of Kangku circle under West Siang District of Arunachal Pradesh.
The area is poor and underdeveloped due to absence of any developmental initiatives from the state Government.
It has been a long yearning, felt by people of the area that state government would at least provide basic necessities like road connectivity, medical, police station, adequate educational infrastructure and other basic amenities.
During the visit of Chief Minister of Arunachal Pradesh Nabam Tuki, it was promised to provide atleast a good road connectivity under Pradhan Mantri Gramin Sadhak Yojana (PMGSY).
But the dream of the innocent people of the area has fallen flat as the promise is yet to be fulfilled. The present situation is also due to lack of initiative by its local MLA Jomde Kena who is the present Parliamentary Secretary, Transport.
The Kangku circle is located 18 km from Likabali division and 20 km from Dhemaji (Assam).
Therefore, it would be great succor and boon to the hapless people of the circle if the long felt basic needs are met with.

Dear Editor,
So far my knowledge is concerned Home Minister Tanga Byaling is one of the most well experienced and matured politicians.
One of my favourite journalists Taro Chatung has rightly stated that in Indian democracy educational qualification is not compulsory for MLAs and MPs. So, one of PPA activist’s statement was very immature and childish which was not digestible.

As a senior and alumni of this school he fulfilled the longing for the ceiling fans. Earlier there was no single fan in the school. During class hours, due to extreme heat, it affected teaching and learning process. So, by donating fans he has done great job.

Emcee, MC (Master Of Ceremonies) popularly known as Anchor, Show Host is one of the most respected profession in the entertainment industry. They give life and soul to the shows, events and parties. Altogether they run the show and are credited either for a hit or a flop show. Some of the world emcees have attained cult statuses and demand millions for hosting an event.
I had the opportunity of working closely with one of the most reputed Film Production and Event Management Company in Mumbai where I have had the privilege of witnessing some of the best known faces in the field of emceeing in India; Bollywood to be precise. I was amazed as well surprised to see how well organized these big events are and how easy a task it is for the emcee. Yes, I found it easy for all these emcees did were read the texts from the Teleprompter placed between the audiences. The Teleprompter is a device placed near or on a television camera that displays scrolling text, allowing a person to read a script while appearing to speak spontaneously to the camera. Easy isn’t it?
Now let’s come back to our state, to the scene of events and shows that happens here annually. I know it is totally unjustifiable to compare the standards, organizational skills, creativity and technical aspects between us and the more advanced and more viable entertainment market outside our state. My point here is, the professional emcees (few in the state) are more hardworking but underpaid. If I have to be honest but harsh, I’d put it this way; ‘it’s a risky profession to be an emcee in Arunachal.’ I’d like to quote why.
The incident that happened during a Rock Concert some years ago where ‘AFFLATUS,’ an all girl rock band from Shillong got beer bottles hurled at them while they were playing onstage still makes me hang my head in shame. I hope they have forgiven us for such a shameful act. The hostess of the show tried to pacify but she too received vulgar abuses. Sadly, it is the same set of affairs in every shows and events. The audiences in Arunachal have a long way to go, to learn to be humble and to appreciate rather than hurl beer bottles and abusive languages. One also cannot deny the harshest truth of the people of Arunachal, we are too communal. It is high time we start to see each other as Arunachalees than based on tribes and lineages.
The organizers in Arunachal also need a lot to learn from the outside about organizing
events. You need to understand the nitty-
I would also like to remind the organizers that your show or event is considered a success not because you have had celebrities attending it or had the top politician or a bureaucrat as the chief guest. It is always a success because the emcee pulled it through. An emcee can always make a good show go worst and the worst go best.
Next time you want a great show, start paying the emcees accordingly!
